ACTION PLAN

A. INTRODUCTION

The principle underlying the Consumer Policy for Trinidad and Tobago should not be a defensive one of simply protecting the consumer but one of actively promoting consumer interests. Therefore efforts should be made to change the public's perception that the Ministry of Consumer Affairs functions solely as a complaint redressal unit.

Monitoring and evaluation of the Policy and the plan of Action are essential if the goals of the Policy are to be achieved. Consultative mechanisms through which the views of consumers may be incorporated must be established.

The effectiveness of consumer protection agencies must be evaluated and those institutions strengthened where necessary. Technical assistance is available for institutional strengthening through inter-regional agencies such as the Commonwealth Fund for Technical Cooperation (CFTC); the Canadian International Development Agency (CIDA); United Nations Development Programme (UNDP); the United Nations Education, Scientific and Cultural Organization (UNESCO) and Consumers International (CT) formerly International Organization for Consumers Union (IOCU).
